I purchased second hand DJI mini 3 pro. Now I don’t understand how I can log out the old owner’s account, and to create a new one?

As long as your drone isn’t bound to the previous owner’s DJI account, you’re all set. You can simply create your own DJI account and bind the drone to it.
For more details on unbinding from a previous account, refer to the link below. If unbinding is necessary, you’ll need to contact the previous owner, as neither you nor DJI can complete that process.
I have read of occurrences of a purchaser of a second hand drone that was still bound to the original owner. And in some cases it was not pretty. However, all hope is not lost, if the new purchaser can provide DJI documentation that the drone was purchases legally (with receipts from businesses) and the business provided documentation that they tried to contact the seller to no avail, they have unbound the drone. But they are very particular in what they accept as documentation to protect the original owner’s property and privacy.
